has been reappointed as secretary of state; sends articles from English newspapers commenting on JM's report on the military and Alexander J Dallas's report on finances -- suggests that they might be reprinted in the Richmond Enquirer; trying to obtain an appointment for Charles Hay; Eliza Monroe Hay suggested that he be appointed secretary of some legation but this is impractical; wants Hay to buy a farm in Albemarle County and settle there; JM intends to sell his farm in Loudoun County and retire to Highland if he is not elected president; will continue as secretary of war until a successor is appointed -- Henry Dearborn has been nominated but JM doubts that he will be confirmed; urges Hay to run for Congress or the Virginia assembly
